
Liang Downey
Liang is a Digital Advisor in Microsoft under the US CTO office. She leads the Digital Advisory Service journey for power and utility customers, helping them adopt digital technology to achieve business outcome. She was a business strategist for DTE Energy in Detroit, Michigan. In this role, she developed operational improvement strategy leveraging her AI analytical skills for predictive power outage restoration. Prior to DTE, she led the blueprint development for IBM’s strategy in renewable energy and grid integration. During her 10+ year career at IBM, she advised clients on emerging tech adoption to improve sales force, field force, warehouse management, and manufacturing performance by gaining time value of information. She worked at GM IT to program manage their connected vehicle cybersecurity implementation using Agile Scrum process. Liang is a senior IEEE member serving on its Energy Policy Committee and Blockchain Advisory Committee. She is on the advisory committee for IEEE WIE, also region 4’s WIE Chair.
